When should I start buying horse hay?

I normally wait for the second cutting (August) before I buy my winter hay but with the drought many people haven't cut yet and may only cut once. Should I buy my hay now before the price sky rockets or should I wait until later and take a gamble? I buy rounds and they won't be protected from the elements. I also buy some squares that will be barn kept.
